In typical Brussels gobbledygook, it states that ‘the labelling or marking of clothes shall be provided in the official language or languages of the Member State on the territory of which the textile products are made available to the consumer, unless the Member State concerned provides otherwise’.
In plain English, it means that any product sold in, say, Germany must have washing instruction labels written in German; any sold in the UK must be in English; anything sold in Poland must be in Polish, and so on.

When a clothes care label doesn't mention bleach or says "Bleach when needed," it usually means it is safe to use Clorox liquid bleach. When it says "Non-chlorine bleach when needed" use a non-chlorine (color-safe) bleach like Clorox 2®.
Because garments can be mislabeled, follow the easy wash directions on bleach container instructions to test fabrics for colorfastness.
